Shelter Technical Officer

GRADE: 5
LOCATION: Dolakha
TEAM/PROGRAMME:  Shelter/Emergency Response
CONTRACT LENGTH: Till December 2016 with possibility of extension
CHILD SAFEGUARDING: Level 3 – The responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE
The post holder will sit under the Shelter Coordinator or District Manager. They will be responsible for undertaking field level shelter activities in collaboration with Shelter Community Mobilization Officers and partner staffs, this will include being involved in shelter strengthening and key messaging activities, recovery support activities, assessments, monitoring, and activities to support longer term recovery. Some aspects of this position will require working within very remote communities and so the post holder should be prepared to walk for long distances and sleep overnight in remote locations when necessary.

MAIN RESPONSIBILITIES:

  • Participate in beneficiary selection process in coordination with VDC, DDC and Local Project Management Implementation Unit (LPMIU).
  • Design different types of shelter as per National Building Code in coordination with Shelter Coordinator.
  • Prepare cost estimate and operation plan with Bill of Quantities (BOQ)
  • Support communities to procure quality construction materials to use for safer construction.
  • Assist team to transfer cash to beneficiaries as per agreed SOP and standard practices.
  • Ensure Minimum Requirement on safer shelter construction
  • Ensure quality of construction and timely accomplishment of shelter activities.
  • Work very closely with WASH, Food Security and Livelihood (FSL) and Child Protection (CP) team.
  • Undertake shelter condition assessments preparing all necessary paperwork
  • Complete necessary monitoring & evaluation procedures for activities
  • Participate in regular project team meetings as per advice from District Manager.
  • Develop and maintain positive relationships with local authorities, other NGOs and any other stakeholders, whilst representing Save the Children and ensuring good co-operation and partnerships
  • Participate in the generation of the final and interim reporting of the project.
  • Ensure accurate and timely reporting of activities e.g. through weekly and monthly reports
  • Oversee management of assigned shelter assistant staff, including day-to-day management and work planning
  • Prepare Training Plan, Procurement Request (PR) and work very closely with procurement and Logistic Team. Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures
  • Ensure Gender Equity & Social Inclusion (GESI) in shelter work with high level of community engagement.

QUALIFICATIONS & EXPERIENCE:

  • Bachelor’s Degree or equivalent in Civil Engineering or, architecture with 3 years*of extensive technical experience in construction field (2 years* for application from GSI group)
  • Excellent teamwork & interpersonal skills, demonstrated by previous experience
  • Proficiency on  AUTO CAD, Microsoft Word and Excel
  • Good time management skills
  • Fluency in written and spoken Nepali and English
  • Strength in interpersonal, communication and presentation skills
  • Flexibility and willingness to change work practices and hours to adapt to emergency situation, and capability to work in difficult to access environment

Junior Procurement Officer

GRADE: 4
LOCATION: Kathmandu
TEAM/PROGRAMME: Emergency Response
CONTRACT LENGTH: Till December 2016 with possibility of extension
CHILD SAFEGUARDING: Level 2 – Either the role holder will have access to personal data about children and/or young people as part of their work

ROLE PURPOSE:
The purpose of this position is to execute procurement process for emergency response in effective and efficient way. This includes coordination with vendor, program requester, store/warehouse and other stakeholder on execution of procurement process, delivery of goods and services as required. In addition, monitoring and providing technical support on procurement to field offices.

MAIN RESPONSIBILITIES:

  • Assist in procurement of goods and services required for the organization following the guiding principles “Best Value for Money, Transparency, Accountability, Equal and Fair competition”
  • Process and prepare request for quotation, bid analysis, purchase order and other document related to procurement including tracking of purchase status.
  • Ensure procurement of goods is in high quality, timely and cost effective adhering to established policy
  • Carry out market survey twice a year basis for regular items and analyze the price trend over the period and report to Logistics Manager
  • Ensure logistics/procurement policies including donors requirements are followed all the time and pay attention for making zero non-compliances.
  • Update and develop qualified vendor list and monitor maintain record on performance of the vendor
  • Develops and maintains an effective working relationship with vendors/suppliers.
  • Monitor and visit suppliers premises time to time to ensure child safeguarding policy, fraud policy and report Logistics and procurement manager on quarterly basis
  • Provide technical support to regional offices on procurement process and other logistics requirement.
  • Coordinate with other department heads, program managers in relation to procurement and timely delivery of goods and services.

Admin. Assistant

GRADE: 3
LOCATION: Dhadhing
TEAM/PROGRAMME:   Administration
CONTRACT LENGTH: Till December 2016 with possibility of extension
CHILD SAFEGUARDING: Level 3 – The responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE:
The purpose of this position is to support in day to day administrative, logistic and other support functions to run smoothly through regional office operation. S/he will also responsible for store receipt and store management.

MAIN RESPONSIBILITIES:
Provide logistic support in arranging workshop, seminars, and trainings, visits and visitors.

  • Provide logistic support to contact points
  • Ensure that both incoming and outgoing mails/documents handling is done on time from/to general post office and outside agencies and DHL, Express Delivery and any other courier services. Also, ensure that these are distributed to the concerned staffs/section/departments.
  • Responsible for store management and safeguarding of office assets.
  • Maintenance of adequate storage and keep the items in the store in good state.
  • Checking of goods when received and its required documentation. Also checking of goods to be dispatched and preparation of required documents.
  • Carry out work of Receptionist when she is on leave
  • Ensure cleanliness of office, office premises and office properties.
  • Ensure the entire utility facilities run/in place smoothly including the functions of generators, computers, photocopy, fax, vehicle, motorbikes and telephone.
  • Update the security protocol including emergency communication tree of staff members including telephone and home addresses.
  • Ensure that office environment is always welcoming by cleaning, decorating and proper office management.

Admin. Coordinator-Education Cluster

GRADE: 6
LOCATION:  Kathmandu, Department of Education
TEAM/PROGRAMME: Operation
CONTRACT LENGTH: June 2017 with possibility of extension
CHILD SAFRGUARDING: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE: 
The purpose of this position is to provide administrative support to the Education Cluster, headed by the Undersecretary of the Department of Education, in order to allow the cluster team to meet its objectives. This will include, but is not limited to, organizing cluster meetings, preparing and disseminating meeting minutes, liaising with cluster partners, ensuring all partner data is updated and correct, etc.

KEY AREAS OF ACCOUNTABILITY:

Office Management: 

  • Ensure the preparation of Education Cluster communication tree is continually updated. Maintain database of related staff members in DOE, DEOs, cluster member organizations and DPs including telephone and home addresses.
  • Develop and maintain work calendar of Education Cluster and its implementation in close coordination with Lead and co leads
  • Ensure all cluster meetings are organized in planned manner (prior sharing of agenda, minute preparation and reporting)
  • Ensure all cluster documents are in place and available when required, with a focus on creating redundant systems in case of emergency
  • Ensure issuing letters /emails from cluster lead as and when required and maintain records
  • Regular update visitor’s information list in Education cluster and circulate to Cluster lead, co-leads and relevant staff members.
  • Ensure that reception service is functioning at its best level of satisfaction for all staffs.
  • Ensure that adequate administrative support by Support Staff in internal meetings/workshops.
  • Ensure the administration of Cluster and IT is running smoothly.
  • Coordinate with DOE administration for continued function of office generators during load shedding, servicing of generator and arrange fuel on time.
  • Ensure the cluster office stores are running properly and analyse the minimum level of materials required to have uninterrupted supplies.
  • Prepare various checklists and mobilize team for smooth office administration.
  • Represent Education cluster as and when required

Occasional Significant Duties: 

  • Arrange a periodic / weekly meeting with supervisor, team and write meeting minutes.
  • Maintain the files and filing system in the central office of Education cluster
  • Ensure the ingoing and outgoing mails, letters, couriers are correctly and timely functioning.
  • Carry out other duties when required and requested by supervisor
